U.S. Sanctions Failed to Intimidate Carrie Lam

Hong Kong’s Chief Executive Carrie Lam would become a target for the U.S. upcoming sanctions. On July 16, Lam appeared on the Hong Kong TV program and declared that no penalties would frighten her. She did not admire the U.S., nor had she kept any assets in the U.S…

Lam believed Hong Kong was vulnerable to foreign influences due to its freedom and liberty. National security enforcement allowed her administration to meet “one country, two systems” principle. It was the most important constitutional duty for her government. She planned further efforts to broadcast the “one country, two systems” doctrine and the rights from the Basic Law.

Lam admitted challenges in the legislative council to communicate with the opposing coalition. The council experienced difficulties to pass any bill. Meanwhile, it would affect legislation tied to people’s livelihoods. Political blackmailing always targeted her administration. The upcoming council elections should be governed by applicable laws (Wang).


Carrie Lam was notorious for endorsing the 2019 Extradition Bill. She had denied independent reviews into police brutalities. Lam failed to address democratic demands from millions of street demonstrators. She further implemented the Hong Kong National Security Laws. Lam deserved every sanction for undermining democracy and freedom in Hong Kong.

Her appearance on TV was a daring challenge to the free world. British lawmakers demanded “Magnitsky-style” sanctions against Carrie Lam and other CCP officials. These sanctions included assets freezing and travel bans (Ridgewell). Lam’s family held British passports and kept strong ties with the United Kingdom.

Unfortunately, these sanctions would not answer Hong Kongers’ cry for freedom and democracy. Lam was a puppet of CCP’s circuit. The CCP was grooming her successors to continue her unfinished work.

After all, the complete dissolution of the Chinese Communist Party was the only way out. Democracy and liberty were long past due for 1.4 billion hard-working Chinese after 5000 years.
