Chief Executive Carrie Lam was summoned by Vice-Premier Han Zheng, who is in charge of Hong Kong and Macao affairs after the plenum ended last Thursday. The Chief Executive’s Office announced yesterday that Carrie Lam would leave for Beijing after her visit to Shanghai and meet with Han Zheng the day after tomorrow. Some scholars believe that Han Zheng mainly issued instructions to implement the Fourth Plenary Session. These included strengthening the power to appoint and remove the SAR’s accountability team, and establishing an enforcement mechanism for national security to take advantage of the temporary 23 provisions of the Hong Kong law and make her do all the dirty work before she stepped down.
